…rd to 1.4.2 release-please's php strategy (src/strategies/php.ts) lists chore as a visible changelog section, so a chore-only commit opens a release pull request on its own (repokeeper-demo-php#4). Every other strategy hides chore. The generated config for php now sets changelog-sections to php's list with chore hidden.
