Drops express from @workflow/web. srvx now provides the HTTP listener and static asset serving (srvx/static), and React Router's request handler is invoked directly instead of through the @react-router/express adapter.

This works because srvx and React Router both speak the Web-standard Request/Response

No backport to stable for ad0fcc7 (AI decision).

This is a refactor that swaps Express for srvx in @workflow/web's standalone server and static handling, not a fix for any defect on stable. It carries a major changeset and adds new behavior (ETag/304, Last-Modified, byte ranges, on-the-fly compression) plus a new internal static.js module and a changed public return type for startServer, all of which is feature/dependency churn that a maintenance line should not take on.

To override, re-run the Backport to stable workflow manually via workflow_dispatch and paste this commit SHA into the ref input:
