Closes #4269.

When VQS delivers a callback for a message that another consumer already holds (409, MessageNotAvailableError) or has already finished (410, MessageAlreadyProcessedError), @vercel/queue@0.5.1's handleCallback logs Queue callback error and responds 500 from /.well-known/workflow/v1/flow / /step. These are expected under concurrent/duplicate delivery, and the run is unaffected, but the 500s trip error alerts.

@vercel/queue@0.6.0 treats both as skipped deliveries and responds 200 ({ status: 'skipped', reason }, logged at debug). This PR bumps the catalog to 0.6.0 (the only other change in 0.6.0 is an opt-in cursorFallback option for polling receives, unused here) and adds queue-callback-skip.test.ts, which drives the real @vercel/queue callback path through createQueueHandler with a stubbed 409/410 claim response.

No backport to stable for a6c455a (AI decision).

The fix itself is entirely a dependency bump: all behavior comes from @vercel/queue 0.6.0 treating 409/410 callback claims as skipped, with the repo-side change being only the catalog pin plus a regression test. stable pins @vercel/queue at 0.3.1, so backporting means pulling in three minors of unrelated upstream change into a maintenance line, and the defect being fixed is spurious 500 responses / alert noise on deliveries that the PR itself says leave the run unaffected — not a correctness, data-loss, or hang problem. If the 500s are hurting stable users in practice, this is worth forcing through via workflow_dispatch after validating 0.6.0 against stable's older createQueueHandler path.

To override, re-run the Backport to stable workflow manually via workflow_dispatch and paste this commit SHA into the ref input:
