Promotes the in-flight 0.1.1230 RC train to a stable release by dropping the -rc suffix.

scripts/ci/stable-release-requested.sh treats a push to main that changes deno.json's version as a stable-release request, and cicd.yml gates the stable path on the version matching ^[0-9]+\.[0-9]+\.[0-9]+$ — so merging this is what requests the release.

Generated and committed with the CI-pinned Deno 2.7.7 (.github/actions/setup-deno/action.yml), since the pre-commit hook re-runs deno task docs and the local default 2.7.12 reflows every table.
