Add I'm-alive script

We need a script that sends https requests to our marmoset endpoint that we currently implement in virtapi/marmoset#62. This way we can notice if a server died while being in the rescue system (will be important if we ever run stresstests or nfs-on-root)

What are the requirements for this script? If this should be a "Watchdog Over Network" (WON), we need to define at least three different signals:

• Watchdog started
• Watchdog ping
• Watchdog returned 0 during shutdown and no more pings are not critical.
  Maybe a PUT for start, a GET for ping and a DELETE for "it's ok, not critical anymore"?
