Centralize documentation of proprietary bitstreams #59

Proprietary formats such as Sony ARW (and all its variations) typically have undocumented bitstreams. Centralize all findings based on pre-existing prominent discoveries (with source/attribution). Open questions (e.g. how "Compressed (HQ)" compression in A7V actually works) will remain documented until it is either resolved or determined as permanently out-of-scope with brief reason (e.g. "too convoluted and lacking samples for analysis").

Leave in references/ directory with sub-directories for each format family (e.g. Sony ARW, Canon CR2, Canon CR3). Note this excludes things out-of-scope such as bitstreams of standard codecs covered by gamut.

Remember to also update AGENTS.md on this entire policy tersely and keep the README.md in each sub-directory in references/ self-documenting.
