A <main> element was explicitly created but Bikeshed's header boilerplate for W3C specs now adds one already, see:
https://github.com/speced/bikeshed-boilerplate/blob/main/boilerplate-v1/org-w3c/header.include

The resulting HTML of the Process document contains two <main> elements as a result. This update drops the explicit <main> element to get back to only one element.

A `<main>` element was explicitly created but Bikeshed's header boilerplate for
