This PR adds the canonical CommGuard calibration-v4 workflow.

Scientific motivation:

  • calibration-v3 at 0.5 seconds completed but was only partially supported;
  • the 1 MiB group passed the capture gate in 2/5 repetitions;
  • the supported range was 4–128 MiB;
  • diagnostic evidence selected 0.2 seconds prospectively;
  • a full confirmatory run is still required because the diagnostic study did not test 1 MiB.

Calibration-v4 full plan:

  • Kaggle NVIDIA Tesla T4 x2;
  • 0.2-second sampling;
  • five idle repetitions;
  • five repetitions at 1, 4, 16, 64, and 128 MiB;
  • 30 total observations.

Downstream execution remains blocked unless:

  • scientific_acceptance_eligible is true;
  • accepted is true;
  • result_state is supported;
  • modern_capture_gate_passed is true;
  • source_dirty is false.

Local validation:

  • Ruff passed;
  • formatting passed;
  • mypy passed;
  • 188 tests passed;
  • 6 hardware-only tests skipped on Windows;
  • notebook generation check passed;
  • delivery verification passed.
