Mechanical boundary-ownership repair from the AGENTS-lattice campaign (claude-workstation lattice-check baseline, 1/166 today). Adds the two required sections to this boundary's AGENTS.md — generated by lattice-init from this repo's real structure, marked as editable scaffold, existing prose untouched. Fleet law: every source boundary carries CONTENTS + GUIDELINES; drift fails the lattice ratchet. This PR moves api-spec from DRIFT/MISSING to OK.
