[Wave 9] Remove `@ts-nocheck` from the docs snippet checker

Problem

scripts/check-snippets.ts prepends // @ts-nocheck and declares many globals as any. The current gate catches syntax errors but not incorrect SDK usage.

Done when

• Replace the ambient any prelude with typed fixtures.
• Type-check snippets against the intended public APIs.
• Keep an explicit escape hatch only for prose fragments.
• Add a failure fixture proving an invalid SDK call is rejected.
