[Wave 9] Add chain-specific security checklists for builders

Problem

The security and threat-model pages are broad. Builders still need a short pre-release checklist for the different signer, RPC, storage, and contract risks on each chain.

Done when

• Add one checklist each for Stellar, EVM, Solana, and CKB.
• Cover key handling, network selection, replay, fees, upgrades, and recovery.
• Link checks to the relevant SDK and contract APIs.
• Keep the checklist suitable for pull request review.
