Action hanging after `200 join OK`

About 1/3 of the time, our actions hang indefinitely here:

They typically work when canceled and reran. What might be happening?

I have also found this problem and it can lead to a significant increase in CI costs if not detected in time.
Currently setting a timeout for this step to avoid this.
