feat(edge): add permission decision receipts (#2353)

Summary

• add modern permission decision receipts to the Edge receiver
• make identical modern decisions idempotent without consuming the broker twice
• preserve legacy no-controlId one-shot behavior and fail closed on conflicts

This is the Edge-worker slice for #2353; it does not close the cross-layer approval-loop issue.

Verification

• make test-edge passed
• git diff --check origin/master...HEAD passed
• branch was recreated from current origin/master and cherry-picked the existing pushed commit without rewriting public history
