docs(api): sync dispatch and permission contracts

Summary

• document Edge POST /v1/permissions/decide modern idempotent receipts, controlId/hubTaskId, 409/429 semantics, and permissionDecisionReceipts capability
• register api/dispatch.md in API/architecture contract indexes and correct Hub→Edge execution direction
• align Node 24 and replay/pending-admission descriptions with current code

This is the documentation follow-up for #2355; it does not close the cross-layer approval-loop issue #2353.
