Add CN Local Paper broker for A-share closed-loop dry runs

Summary

• Add builtin cn-local-paper mock-engine preset: local A-share paper with Tencent L1 marks (not a broker virtual account).
• Enforce L1/L2 guards: lot size 100, T+1, ±10% limit band, session hours, sell-side stamp tax.
• Expose it in Trading → Add UTA under Local paper (keeps mock-simulator on Dev → Simulator only).

Test plan

• pnpm test:select --path services/uta/src/domain/trading/brokers/mock/CnLocalPaperBroker.spec.ts --path services/uta/src/domain/trading/brokers/mock/cn-quote.spec.ts --path ui/src/components/uta/CreateUTADialog.spec.tsx
• Trading → Add UTA → Local paper → CN Local Paper → Test → Save
• Search 600519, place qty 100 during A-share session; verify fill + same-day sell blocked by T+1
• Off-hours / weekend place order is refused with market-closed semantics

▏ Thanks for the contribution. We want to clarify that this is a product and domain-model mismatch,
▏ not a request to fix implementation issues or move the feature to a different UI entry point.

▏ We do not plan to introduce CN Local Paper as a UTA account or broker capability. In OpenAlice, a
▏ UTA account represents a trading account carried by a broker; Mock is the built-in simulation
▏ engine; and market-data sources are a separate concept. This PR combines local simulated trading,
▏ UTA account identity, and Tencent market data in an object presented under Trading → Add UTA, which
▏ does not fit our conceptual model.

▏ Please do not continue investing in fixes or a rename/refactor of this approach. Unless the product
▏ direction changes and this capability is explicitly approved, we will not move forward with this
▏ design.
