emrg: evolution_prompt quick-ref — add v0.2.32 release entry (#766)

Add the v0.2.32 release entry to the implemented-features quick reference in evolution_prompt.md.

Gap found: every release since v0.2.25 has a quick-ref entry, but v0.2.32 (PR #766, rant 2026-08-13T19:44:40) was overlooked — same pattern as #764's missing entry (fixed by #765). Without it, future cycles cannot recognize the v0.2.32 release as handled.

Change: doc-only, +1 quick-ref entry documenting the v0.2.32 release (7 commits since v0.2.31: #759-#765; 7 files/8 refs bump; Build Release 31697356494 SUCCESS first-try, 7 assets; merged 2750768).

Verification: pytest 801 passed, import + CLI green.
