Adds an admin-only POST /admin/teams/bootstrap endpoint (protected by X-Admin-Token) so internal callers can create a team with an explicit name and billing/contact email, without tying it to a user membership.

The handler trims the name, validates required fields, then runs new bootstrapTeam logic: persist a base-tier team, trigger team billing provisioning (ReasonAdditionalTeam, no creator user), and return id/slug like other team-resolve responses. If provisioning fails, the team row is deleted and clients can receive 502 for upstream errors (new shared 502 response in the OpenAPI spec).

Generated API types/routes and handler tests cover happy path, rollback on provisioning failure, and missing-field validation.
