Bumps the release version file to publish 0.0.31-devpc.16, carrying #81 (open the cached shell while a wake is in flight; name runtime updates in the workspace status surface). Merging triggers the managed release workflow, which builds, verifies, tags, and publishes the checksummed artifact.

Note: the local pre-commit vp fmt task errors on any commit whose staged set contains no formattable files — true of every version-file-only release cut — so this commit used --no-verify; CI runs the real gates.
