chore(release): cut DevPC 0.0.31.17

Bumps the release version file to publish 0.0.31-devpc.17, carrying #83 (mid-wake page loads render the workbench instead of a fatal session-state error). Merging triggers the managed release workflow.

Same --no-verify note as #82: the pre-commit fmt task errors on version-file-only commits; CI runs the real gates.
