P2: keep every uncovered monitoring point dynamic-first

P2 — Consumer dynamic-first coverage

Stacked on fix/p1-static-report-coverage-first.

ARSAS production planner already has the required P2 behavior after P0: reportCandidates = all, and all points not assigned to static groups flow into dynamic candidate chunks when dynamic DataSet writes are enabled.

This PR intentionally adds consumer regression coverage rather than duplicating protocol-engine logic:

• slow measurement without static coverage becomes a dynamic candidate
• fast status and slow measurement points both appear exactly once across dynamic candidates
• existing fast-point dynamic recovery remains protected

The paired ARIEC P2 PR handles the engine-side exact PrimaryValue reference gap before MMS polling fallback.

Superseded by clean post-P0/P1 PR #212. P0 and P1 are now merged to main; #212 starts from that current main and also pins the merged ARIEC P2 runtime commit.
