P2: consume dynamic-first ARIEC engine for all uncovered points

P2 — Consumer integration for dynamic-before-polling

Clean branch from current main after P0/P1 merges.

This PR completes P2 end-to-end:

• pins ARSAS to ARIEC61850 PR Use signed-FRSM compatible MMS file downloads #84 merge commit 9ca4ee490a27046d5d2ffdc21f3614b2d7d58725
• that engine gives unresolved PrimaryValue descriptors an exact dynamic-report attempt via PrimaryValueMmsReference / PrimaryValueReference before MMS polling
• ARSAS production planner already sends every non-static point into dynamic candidates after P0
• new consumer regressions prove both fast status and slower measurements remain dynamic-first and appear exactly once

No fuzzy/vendor mapping is introduced. MMS polling remains the residual fallback when report coverage cannot be established safely.
