FAT P3: auto Value 1/Value 2 and bulk recapture

Scope

Stacked draft on top of PR #237 (feat/fat-v2-p5-4-structured-report-projection). This P3 slice adds the operator capture workflow without changing the shared Engineering/FAT workspace authority.

P3 contract

• analog/Other rows auto-latch stable Value 1, wait for a meaningful change, then auto-latch stable Value 2;
• digital rows preserve the proven transition evaluator;
• Ctrl/Shift multi-row selection with desktop right-click selection semantics;
• Recapture -> Value 1 / Value 2 / Value 1 & Value 2 (re-arm);
• manual recapture is valid for every signal type with explicit OperatorRecapture provenance;
• batch recapture preflights the whole selection, appends journal evidence first, and promotes current pointers only after the journal batch succeeds;
• prior evidence remains immutable in history;
• Remove from FAT remains orthogonal and still excludes rows from FAT execution and report projection.

Safety / exclusions

• no second IEC acquisition path;
• no fuzzy reference guessing;
• no injected/reference value, tolerance, error %, or analog auto-PASS;
• no automatic overwrite after current Value 2 is complete;
• no main merge / no ready-for-review transition before controlled physical IED retest of this stacked P3 head.

This PR intentionally remains draft until exact-head CI and controlled physical IED validation are complete.
