fix(v1.6.36): align live RCB instances and source export identity

Field evidence

The supplied SIPROTEC CID and reference-client-generated IID both describe Application/LLN0 with one logical buffered ReportControl name="Buffer" and one logical unbuffered ReportControl name="Unbuffer", each using RptEnabled max="2". reference client presents the concrete MMS runtime instances (Buffer01, Buffer02, Unbuffer01, Unbuffer02) online while preserving the logical SCL ReportControl + indexing metadata in the saved IID.

Fix

• keep concrete live RCB instance names in the ARSAS table when actually discovered from the IED;
• suppress the duplicate logical SCL row once one or more concrete source-backed runtime instances are present, so Buffer01/02 do not appear alongside a third Buffer row;
• source-backed selected-RCB export now preserves the canonical source SCL ReportControl identity and RptEnabled indexing metadata through merged ARIEC PR Synchronize v1.6.20 public download and release pages #133;
• live-model-only export behavior remains exact/concrete and unchanged;
• status column is reduced to a square-only occupancy indicator: yellow when the RCB is being used by a client (InUse/UsedByCaller), green otherwise; detailed evidence remains available through tooltip and the existing confirmation boundary remains unchanged;
• add focused regression tests for duplicate suppression, canonical source export and square-only status UX.

Safety boundary

This PR does not change MMS acquisition, Report activation, DataSet routing, control, SOE/process authority, trusted-SCL bootstrap, or runtime RCB synthesis. RptEnabled@max remains design metadata only; concrete runtime names are never synthesized from it.
