Release convergence: promote field-tested v1.6.36 trial fixes to main

Purpose

Promote the exact field-tested trial/scl-golden-wire-v1636 line into main after the final RCB/reference client parity fix.

Included

• RCB runtime-instance UX parity with reference client (Buffer01/02, Unbuffer01/02) without duplicate logical SCL rows;
• canonical source-backed SCL export identity with RptEnabled indexing metadata through merged ARIEC PR Synchronize v1.6.20 public download and release pages #133;
• square-only RCB occupancy indicator (yellow = client-occupied, green = otherwise);
• the already-qualified COMTRADE Phasor/Harmonics presentation code carried by the trial line. The corresponding blobs are identical to the versions already merged into main by PR COMTRADE: smooth scrubbing across analysis workspaces #318.

Existing main-only work

PR #318 has already been merged to main and adds Locus smoothing/frame pacing. This promotion must preserve those main-only changes.

The exact trial head c55ca41b09c547238ad5073ceb5c85c1abd53012 contains PR #319, whose exact pre-merge head passed Build ARSAS #2848, Windows Installer #1001, IO List #1379, and SV evidence #1829. Merge this promotion only if its own main-targeted CI is green.
