Update @backstage/cli

Update the @backstage/cli in the root to package.json to 0.36.5 and also in all workspaces that used backstage 1.54.6.

For the workspace that are owned by the ui team (see CODEOWNERS file), ensure that the workspace package.json contains also @backstage/cli-defaults 0.1.5
