Update @backstage/cli in root package.json from ^0.27.0 to ^0.36.5. Add @backstage/cli-defaults ^0.1.5 to the bulk-import and translations workspace package.json files. These are UI team-owned workspaces that were missing the cli-defaults devDependency. All other UI team workspaces already have it. All workspaces on backstage 1.54.6 already have @backstage/cli ^0.36.5, so no workspace CLI version updates were needed. Closes #5036

Note: root yarn.lock was not updated. yarn install at the root fails because @backstage/cli 0.36.5 introduces a transitive dependency on got 11.8.2 via a Yarn patch protocol, but the required patch file (.yarn/patches/got-npm-11.8.2-c1eb105458.patch) does not exist in this repository. This needs human investigation. Note: pre-commit hooks were not run due to remaining time budget. Addresses #5037

Run yarn install at the root to update yarn.lock after @backstage/cli upgrade to ^0.36.5. Add the got@11.8.2 compatibility patch required by Yarn Berry's built-in dependency resolution (sourced from yarnpkg/berry). Addresses #5037 Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
