- updated packaging specs to explicitly include package imports
- update localization config to read locale files from correct location in bundled exe
- updated packaging action to fix scripts
- move entire build config to pyproject.toml
also fix missing requirement
I feel like we shouldn't need this but *shrug* it's part of the docs here https://packaging.python.org/en/latest/tutorials/packaging-projects/
this should be a shared step
