Merging this into main runs release.yml: v2.4.0 does not exist yet, so it builds the store package and creates the GitHub Release, and uploads to the Chrome Web Store when the CWS_* secrets are set.

What is in it

Rule reordering (#17) and HAR export (#18) are already on main; this is the first release that ships them.

Verification

npm test 186/186, npm run lint clean, npm run smoke 16/16, node scripts/e2e-websocket.mjs OK on Chromium. Not tried by hand in a regular Chrome profile.

Merge with a merge commit and keep develop.
