Writes down the Qlty posture the product repos converged on during the alignment, so new and existing repos have one place to check:

  • committed .qlty/qlty.toml with the org exclude baseline (drydock reference, portwing Go mirror)
  • pre-push qlty gate script, fail-fast, with the advisory smells gate pattern noted
  • CI gating via the repository-run check: go-ci run-qlty with egress block plus portwing's proven allowlist for Go repos, pinned qlty-action plus the same gate script for Node repos
  • Qlty Cloud app checks (qlty check / coverage / coverage diff) documented as non-gating: they error org-wide on billing minutes, must never be required contexts, and the repo-run gate is the enforced check

The old single paragraph under Local gates becomes a pointer to the new subsection; its enrollment rule is preserved verbatim in spirit.
